Builds a solid cup with a flared wall, a thick bottom and optional handles, standing on Y.
The wall is thickness thick outside the inner radii, and every edge is rounded by fillet; when
rounding fails, the cup comes back unrounded instead. It throws when the sizes break the rules in
the DTO, or when the caller is not on the Silver or Gold plan.
